TSOs Publish § 19(2) StromNEV Grid Surcharge for 2015 to Compensate for Individual Grid Charges

The German transmission system operators (TSOs) have published the electricity grid surcharge for 2015 pursuant to Section 19 para. 2 StromNEV (Electricity Grid Charges Ordinance – StromNEV). The 2015 grid surcharge will also be used to settle grid charge changes dure to a regulatory amendment of the StromNEV in August 2013 that affected the surcharges for 2012 and 2013.

Pursuant to Section 19 para. 2 sent. 1 or sent. 2 StromNEV large energy consumers can apply for individual, lower grid charges under certain conditions. The TSOs are obliged to reimburse downstream grid operators for lost revenue and settle these payments as well as their own lost revenue among themselves. Lost revenue can be passed on with the Section 19 para. 2 StromNEV surcharge (via the distribution system operators) to end consumers.

In 2015 the Section 19 para. 2 StromNEV surcharge billed by utilities to end consumers will amount to:

  • “Group A” consumers, i.e. consumers with a consumption of up to 100,000 kWh at a delivery point, have to pay 0,237 ct/kWh
  • “Group A+” consumers, i.e. consumers whose consumption exceeds 100,000 kWh at a delivery point, have to pay 0,227 ct/kWh for the amount exceeding 100,000 kWh up to 1,000,000 kWh
  • “Group A++” consumers, i.e. consumers from the manufacturing industry, from the rail transport or the railway infrastructure sector whose consumption exceeds 100,000 kWh at a delivery point and whose electricity costs exceeded 4% of their turnover in the preceding calendar year, also have to pay a surcharge of 0,227 ct/kWh for the consumption exceeding 100,000 kWh up to 1,000,000 kWh
  • “Group B” consumers,  i.e. consumers whose consumption exceeds 1,000,000 kWh at a delivery point, have to pay 0,05 ct/kWh for the amount exceeding 1,000,000 kWh
  • “Group C” consumers, i.e. consumers from the manufacturing industry, from the rail transport or the railway infrastructure sector whose consumption exceeds 1,000,000 kWh at a delivery point and whose electricity costs exceeded 4% of their turnover in the preceding calendar year, have to pay a surcharge of 0,025 ct/kWh for the consumption exceeding 1,000,000 kWh.

The Section 19 para. 2 StromNEV surcharge is one of the various state induced payment obligations that contribute to the electricity bills of German consumers.

Regarding the renewables surcharge (EEG surcharge), for which the TSOs recently announced a slight reduction from 6.24 ct/kWh in 2014 to 6.17 ct/kWh in 2015, please see here.

According to the very extensive and very interesting Analysis of German Electricity Prices published by the Federal Association of the Energy and Water Industry (BDEW) in June 2014 (in German), state induced elements meanwhile account for 52% of the electricity bills of household customers and 49% for industrial customers.
