While Germany is celebrating the world championship, the Ministry of Economic Affairs and Energy (BMWi) didn’t take a break and launched today a consultation on the auctioning procedure for photovoltaic projects.
According to the new EEG 2.0 which passed the Bundesrat on 11 July 2014, the feed-in tariffs for energy from renewable energy sources shall in future be determined by auctioning. As a first step towards this change the EEG 2.0 stipulates that feed-in tariffs for freestanding solar power plants (pilot projects) shall be determined by auctioning (Sec. 55 EEG). With these pilot projects the government and the competent authorities shall gain experience with this new instrument, before the auctioning system shall in principle become mandatory in 2017 for all kinds of renewable energies. Therefore, Sec. 88 EEG 2.0 authorises the Government to issue an ordinance which shall regulate the details of the auctioning procedure.
This system change from feed-in tariffs to auctioning shall be carried out transparently and with the participation of the stakeholders. Therefore BMWi published today the key points of the ordinance and started a consultation. All stakeholders are invited to comment on these key points by 22 August. Comments shall be made by email to ausschreibung-eeg@bmwi.bund.de.
These key points are based on a scientific report of a research consortium. According to the key point paper 600 MW of freestanding solar power plants shall be subject of auctioning. This would be 200 MW more than agreed in the coalition agreement. The first auctioning procedure shall take place in the course of 2015.
The key point paper suggests a “pay as bid”-procedure. Besides the following questions are also part of the consultation:
- Requirements of participation in the auctioning
- Penalties in case of delays of realisation
- Condition for acceptance a tender
- Assignability
