The Federal Network Agency (Bundesnetzagentur) said that based on information from the 4 German electricity TSOs the reserve capacity requirement for the winter 2013/201 will be 2,540 MW. 2,022 MW have already been secured.
The Federal Network Agency (Bundesnetzagentur) stated in a press release that the required reserve capacity for the coming winter is close to having been fully secured. Bundesnetzagentur also published its determination of reserve capacity needs for the winter of 2013/2014 and its concurrent report on the results of the review of the system analysis (Feststellung des Reservekraftwerksbedarfs für den Winter 2013/14 und zugleich Bericht über die Ergebnisse der Prüfung der Systemanalyse). The system analysis of the electricity TSOs is also available on the Agency’s website.
The reserve capacity shall be available to overcome critical grid situations likely to occur during energy-intensive months, first and foremost in the winter, when re-dispatch potential and ordinary reserve capacity are exhausted. The calculation of the necessary back-up capacity by the transmission grid operators and the Federal Network Agency is based upon two key scenarios. The main difference between these two is that one is based upon a very high, the other on a very low in-feed of wind energy.
The determination of necessary back-up capacity is the first step (laid down in § 3 ResKV) in the process of procuring reserve power plants for the winter. In a next step, the transmission system operators will start a proceeding according to § 4 ResKV in which power plant operators can declare their interest to become a part of the grid capacity reserve.
